Philippa, The document on the Ealing council site is, in fact a 2002 West Berkshire County council's Waste Management draft document. As you can see it was still very much a 'work in progress' even by the presvious Labour administration and was scrapped, as considered irrelevant by the conservative administration. As you yourself mention a lot has happen to our recycling system since then in terms of what has been introduced. This therefore proves that at the moment we do not have any idea what the recycling targets are, what is being done in order to met them. An open and transparent administration would be keen to reveal them, besides these rates are part of councils' performance indicators. How else can Ealing Council be held to account and judged in accordance with its performance if we do not even know what they are trying to achieve? The main question remains: do we really believe that the proposed changes are going to improve Ealing's recycling rates and keep our streets clear of fly-tipping? |
