Presumably, you could get one household to register, have a few neighbours agree to split the cost and all put garden waste in the same wheelie bin. I guess the wheelie bin will be liveried and recycling operatives will be under instructions to only collect from such bins, so no point buying a wheelie bin and hoping the Council will pick up the contents. Will the unscrupulous steal Council wheelie bins to enjoy a free garden waste collection service? Will wheelie bins become like skips, with surreptitious waste tippers appearing as if from nowhere whenever they are sighted? End of year 1 arrangements will be a challenge. When someone decides not to renew their subscription, the Council will need to realise this and take away the bin or re-usable bag to avoid the risk of waste collection from non-payers (hard to imagine the recycling operatives walking down the road with a list of subscribers to confirm they're only collecting from the right properties). |
