Registering bikes has got to be impractical: 1)there are millions of them - how will they be identified and registered 2) the cost would have to borne by cyclist - who would pay? 3) this would discourage people from cycling (most legislation, more cost) - when the trend is to encourage people to cycle rather than drive 4) there would need to be standards imposed on approving a bike for registration - safety etc - who will monitor and maintain these standards? 5) there are practical issues to consider - such as the set up costs for such a system ... do you know how it costs for the DVLA systems? 6) what's a sensible licence fee for a bike? Given it is zero emission and causes less wear & tear to the roads than even the smallest car - preumably this means it is very small - such a £10-20 a year ... so it won't cover the costs of the management of the whole process 7) do we really want our police spending all their time issues fines to cyclist ... rather than pursuing the more dangerous issue of bad driving Mr G - your aims are admirable but your grasp of what is feasible is weak. |
