Michael Neither the station nor the car park in front are strictly a public place the latter definitely not. Train stations are private property owned by Network Rail or LUL as appropriate which you and I, as members of the public, are given a "permission to use" under the various Public Carriage Acts. Many things that you can do elsewhere in public are not permitted in these private places. An example is photography or videography which are, technically, prohibited but to which the owners routinely turn a blind eye, save for LUL who enforce their photography licencing/charging policy quite rigidly. If Network Rail leased the car park to the owners of the shops then they have every right to enforce their lease and its conditions allowing or denying whomsoever they wish to park in the marked bays. |
