The land is leased on a very long lease from Network Rail to the companies. Almost all railway leases and this includes LU have a buy back clause, should the 'land' be required for railway business. I would contend that it is i.e. the dropping off and collection of passengers. There is of course a cost involved in buying back the lease, although it will be regulated. Surely some of the millions on 106 money that is floating around or the £7.5m that the council is giving back to council tax payers, could be used by Network Rail to purchase this land. It is probably the worst station in London and probably in the country for passnger access. LBE could have done a lot to help, unlike other boroughs,they appear to have a total blind spot when it comes to public transport and expect any agency other than themselves to do 'manage' these situations on their behalf. |
