Take a look at the link: http://www.govtalk.gov.uk/documents/QinetiQ_OSS_rep.pdf This is a very dispassionate report on the benefits of OSS vs Propritary software such as Windows. It also addresses security concerns and viruses. Quite insightful. There are vulnerabilities in all software - because mostly these are written by people and we all make mistakes. Microsoft is the most targetted software due to its popularity hence the largest number of viruses. If OSS became more predominant - you would see more attacks coming through these systems. If I were the council I would look at how they manage their endpoint security and their antivirus strategy. Multiple levels of failover and security - not just at the perimeter. The most dangerous access is that which is allowed by default - such as the authorised user! I suspect USB's are/were not blocked as they are seen as useful. It is actually very simple to block these in a well managed Windows environment. |
