Paul, it is well-documented that Hounslow and Ealing had a major falling out over LTN21 and Swynecombe Avenue. Whatever Hounslow's professed position on reducing car use is, they have a primary responsibility to protect the interests of their residents and the areas on the border with Ealing were suffering from significant displacements. Talks did take place between the two authorities about a joint approach to Low Traffic Neighbourhoods but they were unable to agree. As a result Hounslow threatened to 'go nuclear' and close access from roads out of LTN21 which would have displaced the traffic back to Ealing borough. It may be that Ealing exaggerated the extent of the roadworks taking place as an excuse to get rid of LTN21 but that doesn't change the fact that a permanent change was in the offing anyway. It is grossly unfair that the government is choosing to withdraw transport funding from Ealing because they took an action for which there was no alternative. |
