Having moved from Hammersmith I feel able to confidently predict what will happen if a fee is introduced for garden waste. The new Tory council in Hammersmith & Fulham came into power and decided that as their contribution to rationalising services, instead of providing compostable bags that could be filled with garden waste for a weekly collection, householders would have to register and buy garden waste bags so that collections would be made at their particular address. Most people in the borough don't have enough garden waste to warrant fortnightly let alone weekly collections (which were anyway erratic) so opted to put their garden waste in the usual black bags. Within 2 years collection of garden waste ceased totally. And doubtless the number and size of black bags increased to match the previous volume of garden wsate bags. |
