Why don’t you pop round to your car owning neighbour an and explain your theory to them? You might not get such a warm response as you think. As ever you’re missing the point. Increasing the cost of permits isn’t allowed if it’s to raise revenue. There’s case law on this, notable involving the LB Barnet about a decade ago. To raise revenue means it’s a TAX, which falls under separate powers. Not hard to understand, is it? |
