Its a ripoff if you have a system that has KNOWN overcharging faults though no fault of the customer and instead of doing something about fixing it you sit on the problem and hope nobody spots it.  Thats what I think most people are complaining about and referring to rip off. Deliberately ignoring the problem of systemic overcharging = ripoff.
