The council reserves are there for just this purpose. Most of any reserve fund is their to replace capital items. A pump when it is purchase is given a nominal life, say five years, before it needs to be replaced. In a normal accouting a fifth of its value would be paid into the fund into year and after five years it could replaced when it reaches the end of its life span. There should be money there to replace it "automatically" unless something very strange is going on in the Ealing accounts? Will. |
