Hi George I do get excited, don't I. George, you are a hard man to please. Correct me if I am wrong, but in the past, I believe you have been critical of Labour cllrs for not coming on to this forum to explain themselves, and now you are critical of me for explaining myself too quickly. You are right to say that none of us can know whether or not the recycling rates would have continued to increase if this scheme was not introduced, but at the same time I can't agree with you that the increase cllr Mahfouz refers to that saved the council over £200k is hard evidence of the benefits of the recycling rewards scheme. We are probably agreeing more here than we are disagreeing George. For me, knocking on doors of people who don't recycle at all would have increased participation rates more than this scheme would have. We did it in the past and it worked, why reinvent the wheel. That is how you assist the western parts of the borough for what you call their sins. I offered this suggestion at the beginning George. Spending £30k of council taxpayers money on promoting Cllr Mahfouz and the scheme has failed to do what it set out to do, which was to increase participation rates. Increasing particiaption rates is how you increase recycling rates more quickly. |
