Colm. Despite your first post it doesn’t take long to get you wired up. You really don’t know more than me or anyone by how much the recycling rates would have improved without the initiative, and I had been wondering whether the momentum which the Tories did so well at during their last administration was running out of steam. The UK is very bad at recycling and we shall need to see endless new initiatives from many Councils if the UK is to avoid being fined. OK this scheme had its defects, but overall our tax for landfill reduced and you have to celebrate the actual figures which are hard evidence. But being a Tory you did not want to offer any congratulations whatsoever. Also do I remember you getting on your soap box right at the beginning of the scheme saying that it had defects? And you now make no offers as to how the Western parts should be assisted in repenting of their sins, or explanations as to why indeed they are so sinful as regards recycling. At least this initiative told us where recycling is at its lowest. That is useful, but only if the Council is any good at managing. In the Council’s Business Plan for Environment and Leisure there is reference to “Deployment of 3 Recycling Outreach Officers to raise recycling service awareness and to increase participation”. If they haven’t been given the brown envelope, which you can tell us about, then perhaps the Asst Director can be told where to send his staff, and Martin Smith can mark his card if the Western territories fail to improve. |
