but if they are on a meter at home and filling a tank up on the allotment they aren't "paying twice" - they are only paying for the water they use at home; same as everyone else...

And whether they use a hose to do the watering, or fill up a tank that they then use for watering, the point remains that they are potentially using a lot of water that isn't being paid for - given that the rent for allotments is a completely separate issue to that of water use.
