They do already pay - in effect twice. For their own residence and in the higher than average rent for the plot.

What's disproportionate in growing fruit and veg? Hardly frivolous.

Secondly, the issue as I understand it is not about watering with a hosepipe, it's about filling storage tanks from a hosepipe. And the long walks involved as well as the supply not being adequate thus wasting time and effort. A watering hosepipe ban has been well observed and enforced for many years.
