Hmm, not sure that’s quite the case. What’s been happening in recent years is a ‘need’ for a CPZ in a particular area has been presented by the council (and the wording it uses on its website betrays the fact that these are thought up in Perceval House rather than being a demand from residents. What the council has done without consulting anyone is to scrap the discount for short hours CPZs, so residents pay the same amount as an all day permit. The only reason to do that is to bring in more money. The law is very clear on resident parking schemes. They are not mechanisms for raising revenue, which would make them a tax. This was clearly established in the case of Attfield v LB Barnet in 2013. Unfortunately the panjandrums at the council don’t think the law applies to them. I’m waiting for an answer to a Freedom of Information request on this, which should establish just how much surplus the council is now extracting from residents. |
