I am surprised that few elderly have any paper tickets. They were given free many years ago but then were phased out. Many never or were unable to order more. Remember you can't just walk up to Percival Castle ask and pay. The telephone system is not suitable for everyone and in my experience doesn't always work. So a section of our society is discriminated against (by not having visitors) more by long hour CPZs and less or not at all by short hour CPZs. The business case is clear. The provision of 30 minute stop and shop provisions make longer transactions impossible if you come to the business by car in long hour CPZs. Indeed we witnessed businesses disappearing very shortly after zones were introduced near the university many years ago. And before the consultation closes I want to make one final point. This consultation is poor in relation to good practise. It is supposed to sample and not influence opinion. There has to be time for respondents to consider their response. Just before Christmas is a busy time for most of us. Some of the content is unclear. I can only liken the Council and their contractors to a group of motorcyclists trying to apply for entry in the Tour de France next year. Just wrong in every respect. |
