| It's fair to say that local authorities up and down the country have been stitched up by the deeply flawed PFI systems. The companies winning these end up with preferential deals and far too much is in secret using the usual business confidentiality clauses. PFI contracts get passed on and companies come and go and very few contracts are fully enforced and monitored by councils. But boy! Have some people and companies made a packet from this. It's not a bad idea in principal. But very, very badly laid down in process and legal detail. Amateurish but very lucrative in for some areas. Disastrous in others. |
