| A significant part of this judgement is that '..the decisions were not a rational response to the issues which arose as a result of the COVID-19 pandemic.' Thus, to temporarily widen the pavements on busy shopping streets or to add temporary cycle lanes would make sense, but not all these general traffic management schemes that local councils seem to have found in a drawer and tried to push through with government funding. |
