People have not overdosed from using hydroxyclhoroquine; there are only 7 cases report in English medical literature  (https://www.ncbi.nlm.nih.gov/pubmed/11555803). You may be thinking of the case of someone who drank fish tank cleaner which contained it. There is evidence it may treat or even prevent Covid19 symptoms, though this evidence is not conclusive and doesn't reach the standard required for it be approved for normal medical use. The US Food and Drug Administration has allowed its use for hospitalised Covid19 sufferers and medical staff who wish to use it as a prophylactic.
