| Yes, but you conveniently forget, as is your want, that with few exceptions, the detail of what and how the ETOs (Emergency Traffic Orders) were implemented was wholly and solely down to individual local authorities. Locally only Ealing and Hounslow leapt onto the bandwagon as they both cynically took the opportunity to use the pandemic as a revenue generator. |
