The police don't deal with parking offences now; that's Ealing's job.  What you've described is an ideal situation for enforcement by CCTV camera.  In fact Google Street View shows a camera by the Chapel Street junction that might have caught the transgression.  Perhaps Mr Chevrolet will be getting a PCN through the post soon.
