Correct that re PCNs; I was thinking of something else  -  PCN = Penalty Charge Notice, but only ones issued for driving in the buslane during normal operational hours suring the lane suspension period will be invalid. PCNs issued for parking there in contravention of the waiting/loading restrictions certainly WILL be valid, subject to the criteria I cited.
