I am struggling to understand your puzzlement. It seems clear enough to me. The concern would be that this measure has been introduced not to ensure cycle lanes remain unobstructed but enforcement is done in a way designed to maximise revenue i.e. cameras are positioned at points where motorists might stray into cycle lanes out of confusion but cause no obstruction rather than at points were there is habitual flouting of the law i.e. business loading in front of their premises. There is a real danger that TfL becomes over dependent on fine revenue and sees maximisation of income as the primary purpose of these restrictions. |
