I don't really understand how the cpz's are costing the council so much i thought they'd be making money via pcns. However I have little sypmathy with the people who originaly asked for cpzs. You choose to live in London, on a road with no off street parking, possibly close to a station, so obviously it would be hard to get a space outside your house, so you thought you'd try and 'buy' the road to stop other tax payers using it to park. Your cpzs just moved the problems to streets further away, causing them problems.
