Hi Richard,

I spotted that as well, but not sure whether you are right about Capital costs not arising next year - I thought that Capital costs was a way of budgeting such that you don't have everything you've spent on the balance sheet at the beginning, but can spread it over a longet period. In other words even if no new CPZs appear, there will still be capital costs ( or am I thinking of Cap[ital depreciation?).

Maybe they need to make up the cash for the shortfall arising from the nearly 7300 Yellow Box tickets they issued between August 2009 and April 2010 in Greenford Road/Otter Road that were found to be unenforcable ( I'm talking tongue in cheek by the way, I'm sure that didn't really
