It was the blunt hammer approach of Hounslow and other boroughs, many of which imposed rather consulted that made Ealing head and shoulders over other boroughs.
They did at least listen and the later CPZs were modified and amended as was the whole ethos.
It is where Ealings CPZs differ.  In the ensuing years since Zone C, which spawned a turning point on the CPZ principal, other boroughs like Hounslow have backed off using it an anti car tax and adopted a more co-opertaive approach. They also leveled off the outrageous hit the rich policy of charging more for permits in Chiswick than in Feltham because some politicians deemed all of Chiswick 'rich tories'.
This just exposed how dangerous it is to leave things like CPZs in the hands of party politicians and those who have an eye for a fast buck.
Exactly what Ealing strived to avoid and has now fallen foul of.
