Once you have sold your land and buildings you have sold them. I think there are fewer philanthropists than in Victorian times as people move around and don't have the same connection to any particular area and they probably spend more money on themselves going abroad on holidays etc. Every so often a community does get lucky. Libraries were in the past some of the buildings which were donated to the people. The libraries are particularly important as places where those who don't have the internet at home can search for jobs and apply for Universal Credit should they need to. They then have to keep on applying for jobs and keep an online journal - or they are sanctioned.
