While I agree you can quibble with the headline on the basis that it is three quarters of those residents who responded rather than three quarters of all residents I don't believe that makes in 'extremely misleading'. Conducting the survey on this basis of leaflets does mean that a substantial proportion of residents will have not participated simply because most people habitually put anything that comes through their letterbox straight in the recycling bin. A 20% response rate for any leaflet based campaign is very high given the wastage that occurs. There is no reason to think that the very large number of people who didn't participate because they were unaware of the survey would have had opinions markedly different to those who did. The survey does confirm what was already evident from other surveys and consultation exercises about the level of opposition in the area. Being confined to residents only this survey is less liable to distortion. |
