There isn't really any valid comparison between blue badge fraud and misuse of Oyster cards by children. A person walking away from a blue badged car may be a carer for a disabled passenger in the process of collecting them so your observation doesn't prove abuse of the system but it probably does go on and obviously any non-disabled person not entitled to the badge should have it taken away from them immediately. A child who forgets to valid their card on a bus, has one that has become damaged or lends it to a friend is not getting any financial benefit from the action or depriving any one else of any benefit. There isn't any justification for confiscation. Interestingly if a traffic warden spots misuse of a blue badge they are not allowed to confiscate it. |
