| Tedious semantics aside there remains a significant problem on local buses with poor behaviour by minors. If, as appears to be the case, the focus is on technical breaches of the rules as opposed to anti-social activities this does explain why things don't seem to be improving. This looks like a repetition of the way that local authorities focus on technical breaches of parking revenues to garner extra revenue except this time those being milked are children rather than motorists. |
