Actually, if you look carefully as you walk along past the mansions/shops you will see that there is a boundary line about halfway across the pavement. This is because half the pavement is actually owned by the freeholder of the mansions. There is some sort of gentlemens agreement that the whole area can be used asa public footway but it was originally designated for traders to set out their wares. Old photographs show this as the norm when the mansions and parade was new but has died out. If the freeholder so wanted he could fence the front boundary leaving a pavement about the width of the opposite side of the road. But then would be responsible for its full upkeep. |
