Whether enforcement is provided by public or private officers, police, Baptist ministers, or men wearing red jackets and black and white striped trousers, enforcement should be applied. Perhaps those officers responsible should be watched themselves. One solution would be to have fully automatic cameras to do the job, at least on bus routes. The hardware and software exist. As regards cost-effectiveness, it's irrelevant. When was the last time the Council obtained a conviction against someone dropping chewing gum? But it's still cleared up. And what about those vile, disgusting habits of spitting and evacuating one's nose by closing one nostril and expressing air through the other? Has anyone been charged for that behaviour? Admittedly the Council doesn't seem to clean that mess up. |
