I've had exactly this problem. First my ''nice'' sack was replaced with one that had been ripped to shreds, then that one disappeared completely. It took 3 weeks for a replacement to arrive and in the meantime, the binmen wouldn't take away plastic for recycling, even though it was bagged up neatly. I stopped recycling plastic, which actually made my life a lot easier (no separating & washing it). If the Council is serious about encouraging recycling, it ought to make sure that the service doesn't discourage users...
