Topic: Plastic Recycling - It has to change.

Some time ago the council introduced the white sacks for plastic recycling. The contractors responsible for collecting plastic will refuse to take it if it is not in one of these sacks.
However - these same contractors make no effort to return the white sack to the property from which it came, even if the owner of the property has written the address in large, easy to read black marker pen.
The council claim that they are aware of this problem, that they are "monitoring" it and that they will send replacement sacks to anyone who requests one. However, they will only send one sack per household. So that, when this replacement sack goes missing, as it inevitably does, the plastic has no home, and is therefore not collected, until the the owner requests yet another white sack from the council.
Doesn't this seem to be a waste of time, money and resources? The number of white sacks being produced to cope with the demand (they actually ran out over Christmas) surely outweighs any good achieved by the recycling of their contents.
As a resident, I want to recycle as much as possible. But I also expect a service from the council (or their representetives). I do not know what the answer to this problem is - but I do know that "monitoring" will acheive nothing unless it leads to change.
