We were told many years ago that joining a CPZ would be cheap and simple. Remember Cllrs Wickes and Sears? That was about 15-20 years ago. Things have moved on considerably. The phasing out of paper visitor tickets makes welcoming visitors stressful if not impossible for many elderly people. The rates have gone up and cars have now been classified in a sliding scale ...spiralling upwards. I don't know how fair that is. After a certain date manufacturers of vehicles massaged performance figures by around 40% when before it was 9%. If the council are using this data then that could be wrong. Massaging involves possibly driving on tyres inflated to double the recommended pressure to reduce rolling resistance and/or taking out all the seats. VW case was well documented. My own feeling is that there has been such a major change over these 20 years that it is time to re-consult all existing CPZs again. |
