When I was working on Boston Manor Road in Hanwell our designated 'put-out time' was either between 5-6am or 8-9pm. Quite how a business that operates 9-5 is supposed to adhere to that is beyond me; we put ours out when the business closed at 5pm but had scant choice in the matter, otherwise we'd end up with an office full of bags and nowhere to go.
