| Most commercial waste contracts stipulate a one hour "window" for leaving bagged waste outside the premises. This is typically early morning 7am-ish. I suspect that most restaurants have no one working at that time of day so leave the bagged rubbish out in the street when they lock up late the night before. So overnight the bags are vulnerable to attack by foxes and it is most unlikely that any Local Authority enforcement officers are on patrol in the dead hours of the night. |
