Peter, private "enforcement" companies were regulated a few years ago resulting with clamping being outlawed (apart from DVLA and other government run departments) - part of the shake up allows these private companies to ticket a car which is parked on private land, provided there are legitimate, clear signs. Gone are the days when you claim you were not the driver and could not prove who was. The registered keeper is now liable. The process of appeal is much the same as council tickets - an independent adjudicator - if you feel you were hard done by and have reasonable grounds to appeal then so do. If you lose and fail to pay then the process goes to county court. |
