| > and confiscating bikes To be clear, nobody is getting their bike confiscated for riding on the pavement, the bikes that are being confiscated are illegally modified e-bikes turned into motor vehicles, e.g. illegal motorbikes. A legal e-bike can only assist the rider in pedalling, they don't have throttles and can't assist the rider beyond 15.5mph. (some legal ebikes can have throttles, but they must be indivudally approved for use like motor vehicles). As for people riding bikes on pavements: “The introduction of the fixed penalty is not aimed at responsible cyclists who sometimes feel obliged to use the pavement out of fear of the traffic, and who show consideration to other pavement users.
