There are a number of problems with this proposal. Firstly the charging will almost inevitably done on a cashless basis which means a significant number of people will be excluded from the park. The elderly in particular don't have Smartphones and struggle to deal with systems like RinGGo and Park By Phone. Secondly, this is not a destination park but a local park which people use regularly for fresh air and to walk their dogs. If you are on a low or even medium income, the extra cost of parking will be significant if you normally go a few times a week. No 'modal shift' will occur because not many people can walk or take public transport to this park. Despite its size there are a relatively small number of homes within walking distance. What is more likely to happen is that people will choose alternative parks slightly further away to drive to so we end up with more cars on the road. |
