I gather that parking charges are being introduced so that "the facility is available to visitors to the estate and spaces are not taken up by commuters or unlicensed commercial users."

Not quite sure what the unlicensed commercial users is about but surely commuters can be deterred with a simple 1 or 2 hour free stay allowance before charges apply?
