I'm not convinced that it's all about raising revenue. How much do you actually raise once you've paid for policing it?

If the park is expected to get much more footfall when the new playing fields are ready and the sports hub open, which I assume it will, then something needs to be done to keep the amount of traffic down or it will be intolerable to residents and visitors alike.
