The original point was that residents with annual car permits pay much less per day than residents with visitors requiring vouchers. As an incentive not to own a car, an amount of parking vouchers could be given to non car households.

This and any other un-subsidizing measure could be paid for by a slightly higher annual fee and yes maybe reliant on car size either engine or body.
