| The costs of running the scheme are probably negligible once the capital cost is fully considered. If it is not about simply raising revenue and pouring it into the black hole of council finances wouldn't it be great if the schools worst affected by so called 'rat running' simply received the revenue into their budgets from the fines levied by 'their' school street scheme? |
