| I am resolutely not an apologist for this lacklustre bunch at what passes for a town hall but it really is not their responsibility if a rogue building contractor, or indeed a series of rogue contractors misconnects sewage outlets This is a job for the environment agency to impose swinging fines. If there is any culpability for the council it is that perhaps building inspections were not frequent or comprehensive enough . |
