Those who have older cars where 30 is the first marked or highlighted point on the speedometer or do not have 20 clearly visible on the speedo without having to move to view it cannot be prosecuted if clearly proven. There are a lot of vehicles where this is the case. Richmond park prosecute cyclists exceeding 20mph and have for some years. Scooters at 40- 50 mph in Ealing with no plates visible at the front and obscured at the back. That's a serious danger to all. Yet apparently unenforceable. In Brentford kids try setting off a speed camera on their bikes and scooters. Not sure if they ever succeed. But what kind of contribution to road safety is that? |
