Take a look at this especially item 12.  The Govt funds TfL.  However I understand that the Elizabeth Line now at last opened is proving very popular and should have reduced a proportion of the cars - not all obviously - coming into London where the train is a good alternative to the car.  Of course other countries have reduced the cost of train tickets to further encourage this.
