Unfortunately, big money and developers see the achilles of local Authorities in particular Labour ones and prey on their fallibilities in any way they can. They hire very, very smart people to be their best friends.  They do it again and again and the lesson is never learned.

Similar with the way PFI contracts worked...but don't really.  The Spivs always see the opportunities, whether its dodgy insulation or big corporate deals.
