That includes full or partial 'Council Tax Reduction'(used to be Council Tax Benefit). It is not clear what percentage of properties on the council tax register pay no council tax. I suspect that the properties you mention 'not on the council tax register' are either totally exempt properties (hostels etc) or derelict properties (eg compulsory purchased etc). |
